The piece lists the US, England, Germany and China as stops, and says the court sought a ₹1 lakh surety, overseas addresses and contact numbers, and an affidavit to return his passport by 18 September. The report does not carry the order, a case number, or the judge’s name.
That matters. Without the order, these are reported claims, not the court’s recorded language. The article does not say whether the ACB/prosecution opposed the move, whether the passport has actually been released, or if any hearing clashes with the tour. It also does not state if any leg is official government business, beyond the CM’s position.
The legal backdrop is routine: courts can allow foreign travel during a pending case with conditions, and require an undertaking and passport custody changes — that’s established in prior rulings. What isn’t routine is treating a permission order as settled when the order isn’t on the record. The BJP and Congress will happily spin either way when it suits them; the document decides, not their press teams.
