Chevella promised 12; Congress publishes no scorecard

Three years after the Chevella declaration, no public promise-by-promise scorecard has been released.
Three years after Congress unveiled its Chevella SC/ST declaration, BRS leader Mudavath Rambal Naik is asking for the promises to be implemented. The Telangana government, meanwhile, has published no public scorecard showing which ones are complete, partial or still waiting for an auspicious date.
Rambal Naik, a former member of the Telangana State Commission for Scheduled Tribes, alleged that none of the declaration’s 12 commitments for tribal communities had been fully met, according to a September 21 report. The declaration included overseas education assistance, Podu land titles, three ST corporations, ₹25 lakh annually for each tribal hamlet and tanda gram panchayat, five new ITDAs, education payments and a proposed 12% ST reservation.
The declaration was for SC and ST communities, not tribal communities alone. Congress’s manifesto said it would be implemented “in its true spirit”. The 2024-25 state budget proposed ₹17,056 crore for the Scheduled Tribes Special Development Fund, but that broad allocation does not establish delivery of any specific Chevella promise. Official pages also record existing tribal-welfare and housing activity without identifying it as implementation of the declaration. The government has not publicly answered Rambal Naik’s allegation or released a consolidated status report. Congress made the promise; Telangana is still waiting for the spreadsheet.
