Family register is admin, BJP sees ghosts
Telangana rolls out a digital Family Register to standardise proof of family composition. The BJP calls it an “illegal vote-bank shield” during SIR — without showing a petition, a clause or a single name. The ECI, meanwhile, already lists a government family register as an indicative SIR document.
The Family Register certificate is an administrative document, not an electoral-roll entry.
Telangana’s Revenue Department has created a statewide electronic Family Register and a MeeSeva Family Register Certificate under G.O. Ms. No. 172 dated July 25, 2026 — an administrative record to help citizens prove family composition and ease verification for services. The certificate is to be issued within two working days after tahsildar verification, according to reports on the order. It explicitly does not establish property rights, legal heirship or benefit eligibility.
The register will be populated from the Civil Supplies Department’s Food Security Card database, with fields including a Family Register ID linked to the ration card, head of family, members, relationships, age/DOB, gender, Aadhaar and address. Applications can be filed at MeeSeva centres, online and via the app by any adult family member listed.
This coincides with the Election Commission’s Special Intensive Revision. The BJP has pounced: its Telangana president N. Ramchander Rao alleged the Congress government is “rushing” certificates to shield an “illegal vote bank” and vowed street and court fights. He offered no court filing, legal provision or evidence tying the register to ineligible voters — just rhetoric.
The record is less dramatic. The ECI’s own SIR material lists a Family Register maintained by government officials as one of the indicative documents for verification. A certificate may help prove who lives where; it does not write anyone onto the rolls or override ECI rules.
AIMIM’s Asaduddin Owaisi called the MeeSeva certificate a welcome move and noted its utility during SIR, including the ₹62 service charge. Utility is not conspiracy; it’s what documents are for.
If the BJP has a law the order violates, it can cite it and file it. Until then, the only thing “rushed” here is the accusation.
