At an Indiramma Indlu document‑distribution event in Kumram Bheem Asifabad on 18 August, BRS MLA Kova Laxmi stood up and asked the counting question: out of the 3,500 houses allocated per Assembly constituency in phase I, how many have actually been completed in Asifabad. The state’s own order sets that 3,500 number; the constituency‑level delivery is not on the record.
According to a report of the exchange, Laxmi alleged preferential allotments to Congress supporters and leaders and said schemes from the previous BRS government had been stopped. Minister Jupally Krishna Rao replied that houses are being given to the poor in every village and invited written complaints if ineligible persons were sanctioned. He also claimed “not a single house was given” during BRS rule — a political line that needs a definition of “given” and a ledger, not a mic.
What exists on paper: the government’s guidelines and a July district update that 2,300 second‑phase L‑1 cases were identified as living in kutcha houses, with 1,800 field‑verified and 500 pending. What does not: a published beneficiary list for Asifabad showing who was sanctioned, completed, or handed keys in either phase. The BJP‑led Centre is not in this picture; the Congress government in Telangana is, and it hasn’t bothered to publish the constituency‑wide lists it says will settle every doubt.
