Rs 12 lakh promise, Rs 0 clarity
Congress sold Ambedkar Abhaya Hastham as Rs 12 lakh assistance. The state’s own document talks of a pilot for 11,900 SC families. Meanwhile, Rs 1,000 crore sits on the Dalit Bandhu line for 2025–26. The BJP is nowhere in this; the TDP never was. Telangana can read a promise and a ledger; they don’t match.

Congress came in waving a Rs 12 lakh assistance banner for SC/ST families. The government’s own Socio-Economic Outlook 2024 instead describes Ambedkar Abhaya Hastham as a pilot for 11,900 SC families across 119 constituencies, with a unit cost of Rs 12 lakh and a total outlay of Rs 1,428 crore. That is not universal coverage; it is a pilot — on paper.
Dalit Bandhu, the BRS-era grant that actually cut cheques — Rs 10 lakh per SC household as a complete grant to set up income — is on the record. The state’s 2022 outlook places launch in 2021 at Vasalamarri and describes the design in plain terms: a full grant, no bank tie-in. The operational detail most districts use shows Rs 9.90 lakh to the beneficiary and Rs 10,000 into the Dalit Rakshana Nidhi with a matching government contribution.
Now to the money Congress controls. The 2025–26 Scheduled Castes Special Development Fund books Rs 1,000 crore under “Telangana Dalit Bandhu” at the SC Cooperative Development Corporation. That blows up the lazy claim that the programme vanished. What it does not answer is the only question that matters: was it released, to whom, and at what unit cost — Rs 10 lakh or the promised Rs 12 lakh? The 2024–25 budget speech published on the state portal doesn’t even say “Dalit Bandhu”, and the Rs 12,000-a-year sop to agricultural labourers is a different scheme altogether.
For the record that preceded Congress’s rebrand: by early 2022, the government says Dalit Bandhu funds had reached 17,554 families, with Rs 2,000 crore released. That is an audited description of a live pipeline; today’s version is a pilot in a PDF.
The BJP is busy in Delhi, the TDP is busy in Amaravati; neither delivered a rupee here. The Congress government in Telangana promised Rs 12 lakh and has yet to explain why its own document only pilots it. Telangana can wait for the rollout; it won’t wait for the excuse.
