Telangana declared 365 mandals drought-hit; relief waits on Delhi

The Congress government has ordered relief measures, but its notification attaches farmer input support to NDRF assistance and names no state-funded package.

A giant drought declaration stamp sits on a long relief form stretching from a cracked Telangana field toward a distant box marked NDRF, while a farmer waits beside an empty seed sack.

The drought has been declared; the state-funded relief remains conditional.

Telangana has formally declared 365 of its 621 mandals drought-affected for the 2026 kharif season. The notification, G.O.Ms.No.3 dated October 24, classifies 111 mandals as facing severe drought and 254 as facing moderate drought across 31 districts. It will remain in force for six months unless withdrawn earlier. (Source)

The numbers justify the declaration. Rainfall was 615.5 mm against a normal 740.6 mm, a 17% deficit. Kharif sowing fell from 139.28 lakh acres to 126.06 lakh acres, while paddy acreage dropped from about 69.19 lakh acres to 57 lakh acres. Reservoirs held roughly 179.63 TMC against capacity of about 585 TMC. (Source)

The notification directs officials to arrange drinking water and fodder, open cattle camps where needed, generate rural employment, coordinate crop-loan restructuring and prevent coercive recovery under RBI guidelines. It also directs input subsidy through direct benefit transfer—but says payment will be made within one month of receiving assistance from the National Disaster Response Fund. The order, as currently reported, does not state a per-acre rate, a total farmer-relief allocation or a timetable that survives delayed central assistance. (Source)

That is the Congress government’s idea of urgency: declare the drought now, attach the money to a future transfer from Delhi and leave the actual rupee figure somewhere beyond the public record. The state has sought a ₹20,000 crore central package, but that is a request, not money received. The ₹802.92 crore contingency plan is still an expert recommendation, not an approved release. The drought is official. The state-funded relief is not. That is not a relief package; it is an application form for one.
