Telangana’s ₹10,000-crore land question has no papers
Manne Krishank alleged that 817 acres secured the money; the loan agreement, mortgage deed, valuation and HMDA approval remain publicly unlocated.
The alleged land pledge remains unverified without the underlying records.
The Congress government in Telangana is facing a ₹10,000-crore question it has not bothered to answer with the one thing that would settle it: the papers. BRS spokesperson and former Telangana Mineral Development Corporation chairman Manne Krishank alleged that 817 acres of government land were used as security to raise the money.
Krishank named land in Hitec City, Miyapur, Shankarpally, Patancheru, Hayathnagar and Jawaharnagar. The report carrying his allegations said he presented documents assigning the parcels an aggregate market value of about ₹12,818.63 crore and questioned an apparent valuation of roughly ₹15 crore an acre. He also referred to HMDA-related balances allegedly rising from about ₹275 crore on March 31, 2026, to around ₹10,000 crore on June 30, 2026. “Why should Telangana’s public assets be pledged without the people being informed?” he asked, according to the report. That establishes an allegation, not a mortgage. The research reviewed no loan agreement, mortgage deed, security document, valuation report, bank confirmation, government order, HMDA resolution or parcel schedule confirming that 817 acres were pledged or that ₹10,000 crore was raised. HMDA’s website lists financial statements, securities disclosures and committee minutes, including a “Security Cover” disclosure, but the relevant documents could not be retrieved or linked to the alleged transaction. The government has not publicly explained who the borrower was, who the lender was, which parcels were involved or what the alleged ₹10,000 crore represents. That is not transparency; it is a press-release-shaped hole in the middle of public finance. Until the records appear, the land pledge remains unverified. The Congress government can produce the papers or keep asking Telangana to trust a balance sheet it refuses to show.
