Telangana’s 235-mandal drought comes with no published list
The Congress government wants Delhi to declare the mandals drought-hit, but its own damage report is still pending.

The Congress government in Telangana wants the Union government to declare 235 mandals drought-hit and provide financial assistance. It has not, however, published the list of those mandals, the calculation behind the number or the amount it plans to seek. The paperwork is apparently still being assembled after the headline.
Telangana received 615.5 mm of rain during the June–September southwest monsoon against a normal 740.6 mm, a shortfall of 17 per cent, according to Telangana Development Planning Society data reported on October 1. The state average still falls within the India Meteorological Department’s “normal” band of -19 per cent to +19 per cent. That describes an average, not the condition of every mandal.
Revenue Minister Ponguleti Srinivas Reddy told reporters after the Cabinet meeting chaired by Chief Minister A. Revanth Reddy that officials had informed the Cabinet that “the impact was severe in 235 mandals”. That remains an official assertion, not a published drought classification. The government has not disclosed whether “severe” refers to rainfall, crop loss, dry spells, groundwater, tank storage, drinking-water stress or some combination of them.
Telangana’s own rainfall manual says drought assessment should not rely only on a statewide average. It records that a rainfall deficiency of 25 per cent or more can indicate drought, while mandals with lower normal rainfall may suffer pronounced crop effects even with a 15 per cent deficiency. The Cabinet sub-committee is still expected to compile the damage report and recommend measures. Until it publishes the list and the method, 235 is a number from a ministerial briefing, not an accountable assessment. The Congress government is asking Delhi to carry the bill while keeping its own calculation in the cupboard.
