Unity Mall: ₹202 cr cleared, questions pile up
Hyderabad’s PM Ekta Mall has Central money on paper and a state process on file. What it doesn’t have, yet, is daylight on the deal the Congress government is pushing at Raidurg.

The Union government sanctioned ₹202 crore to Telangana for a PM Ekta (Unity) Mall in Hyderabad under the SASCI window of the 2023–24 Budget, with states to provide land free or bear its cost, according to a Ministry of Commerce and Industry release dated July 29, 2025. Telangana’s trade-promotion arm was formally moving the project by October 31, 2025, inviting a transaction adviser for a Unity Mall at Raidurg.
By February 13, 2026, a developer RFP for “Unity Mall Twin Towers” at Raidurg was out under PPP. A tender-tracking site logs one bid and shows an award entry dated July 25, 2026, naming Aparna Infrahousing and listing an “accepted amount” of ₹18,000 with an EMD of ₹20.6 crore. That secondary listing is not the government’s e-procurement record and does not substitute for the RFP, bid evaluation or award letter.
BRS working president K. T. Rama Rao has asked the Union Finance Minister to halt funds, cancel the tender and order an independent probe, alleging the model hands prime public land and a cheap float to private gain. The detailed figures he cites — project cost, land size, and share splits — are his claims as reported; the underlying DPR and agreement are not in the public domain.
The Congress government’s Industries Minister D. Sridhar Babu rejects any irregularity, calling the process “completely transparent”, and says he has ordered TGTPC to submit the tenders, DPR and financial model to the government. Good — publish them. Transparency is a document, not a line.
A Telugu daily also reports the BJP-led Centre wrote on August 19, 2026 to the Revanth Reddy government seeking the DPR, sanctioned drawings, GHMC plan approvals for a 40–45-floor design, statutory clearances, and a mapping of the ₹202 crore assistance — including whether a second ₹101 crore tranche was released and used. That letter has not been posted on any government website we could find; treat the specifics as the paper’s account unless the letter is produced.
One more verification wrinkle: an environmental clearance on the public portal shows a 27-floor Raidurgam project by a private company, not the state’s Unity Mall, and cannot be read as EC for the Mall. If the Mall is 40–45 floors as reported, the file will say so. If it isn’t, the file will also say so.
What is settled is the money sanctioned and the location: ₹202 crore, Hyderabad. What is missing is the paper trail that tells Telangana whether the Congress government cut a good deal for public land — and why a PPP that serious is being defended with adjectives instead of documents. The BJP-led Centre loves a press release when it suits it; it can post the letter, too.
