The Revanth Reddy government has turned industrial policy into an exercise in explaining who is not connected to whom.

Telangana’s new industrial policy appears to begin with a simple principle: capital investment is negotiable, but family connections are apparently a matter of interpretation. Five acres at Raviryala, in the proposed Bharat Future City, were allotted to Tesseract Advanced Systems for about ₹7 crore. The BRS says the land is worth roughly ₹200 crore. That is not merely a concession; it is Hyderabad real estate briefly discovering spirituality.

The company’s chairman has been identified in public profiles and international business forums as Anumula Kondal Reddy, the Chief Minister’s brother. Industries Minister D Sridhar Babu says Kondal Reddy has no connection with the company. This is a remarkable administrative innovation: a person can be chairman in the places that matter commercially and unrelated in the places that matter politically. Telangana has been promised a global investment destination and received a masterclass in selective biography.

KTR has asked for the government order, the valuation, the eligibility criteria, the investment proposal, the employment commitments and the names of the officials involved. These are not revolutionary demands. They are the basic documents required to establish whether public land was allotted through a transparent process or through the ancient Indian system of everybody knowing the answer and nobody producing the file. When the BRS sought a discussion in the Legislative Council on September 10, the government declined. The BRS walked out. The ruling benches remained, presumably to protect the dignity of the empty folder.

The Congress government may still prove that the allotment was properly valued, transparently processed and available to every entrepreneur whose company has a chairman linked to the Chief Minister’s family. That would be a genuine breakthrough for Telangana’s youth. The Future City’s first successful startup may be the explanation itself: one lakh in capital, two hundred crore in land, and an unlimited runway for saying there is no connection.

The government has not yet produced a convincing account of the price, the process or the relationship. It has produced only the relationship’s denial.
