CURE bill passes; final cure still unavailable

The Telangana Assembly passed the Core Urban Region (Integrated Governance) Bill, 2026 by voice vote on September 12, according to two reports. The Bill is intended to create an integrated governance framework for the Greater Hyderabad, Cyberabad and Malkajgiri municipal corporations and replace the 1955 GHMC Act, the government’s consultation material says.

The proposal covers traffic, roads, disaster management, utility coordination, lakes, climate action, heritage, digital services, billing, property tax and building permissions. Hyderabad’s three-corporation structure already exists under a February 11 government order, which keeps the corporations subject to the GHMC Act. The new Bill was therefore presented as the cure after the reorganisation; the final prescription has not yet been placed before readers.

The BJP’s Palvai Harish Babu and AIMIM’s Akbaruddin Owaisi raised objections, including concerns about centralisation, local-body powers and taxation. A report said the proposed property-tax increase was reduced from 20% to a 10% cap, but the final clause could not be checked against the Bill. The Assembly passed it without a recorded division, and the government has not published the final text, Governor’s assent or commencement notification in the material reviewed. The Congress government has passed the bill; Hyderabad is still waiting for the paperwork.
