Singareni waits, Delhi yawns
NCWA-XI ran out on June 30. Telangana’s miners are covered by it. Unions say the next wage board hasn’t even been formed. The BJP-led Centre is very busy not answering.
Singareni employees remain on NCWA-XI scales as the next wage committee awaits constitution.
NCWA-XI — the wage agreement that covers non-executive staff across Coal India and Singareni — is dated July 1, 2021 to June 30, 2026, and it explicitly includes SCCL. That clock has run out. According to SCCL’s own RTI page, employee pay is still parked under NCWA‑XI scales.
On the ground, unions aren’t waiting for someone in Delhi to discover a calendar. On August 10, trade unions protested outside SCCL’s RG‑1 GM office in Ramagundam demanding immediate constitution of JBCCI‑XII and a start to NCWA‑XII talks. A joint letter from four central federations to Coal India’s chairman late July pushed the same demand — form JBCCI‑XII, begin negotiations.
What’s missing is the one thing only the BJP‑led Centre and Coal India can do: constitute the next bargaining committee. The last agreement itself records that the Ministry of Coal set up the previous JBCCI for CIL, its subsidiaries and SCCL. As of today, we have union memoranda and protests, but no public order from the Ministry or CIL announcing JBCCI‑XII.
SCCL employs 40,186 personnel as of December 31, 2025, per the Ministry’s own annual report — tens of thousands of Telangana families whose increments depend on a committee meeting the Centre hasn’t bothered to call. Telangana does its 51%; the 49% shareholder is still looking for a pen.
