Telangana officer takes Dubai post

A Telangana cadre diplomat, Dr Emmadi Vishnu Vardhan Reddy, is now publicly identified as India’s Consul General in Dubai. A report on August 5 said the Consulate confirmed his appointment on August 3 and that he succeeds Satish Kumar Sivan, but the underlying Ministry of External Affairs posting order is not yet accessible. (A July 27 report had flagged the move as likely.)
What is on the record: an industry note from Dubai documented “the Consul General of India to Dubai, Shri Vishnu Vardhan Reddy” visiting the Bharat Diamond Bourse on July 24 and meeting its committee — a clear sign he was functioning in the role by then. Telangana government publications list him as an IFS officer who served as Special Secretary for Investment Promotion & External Engagement; international directories place him earlier in India’s Geneva mission.
Two things to park until the Centre actually publishes them: the exact date he took charge and the “first from Telangana” claim. The BJP-led Centre’s habit of sitting on basic paperwork does not make the diaspora’s needs smaller; Dubai’s Indians — many from Telangana — still expect a consul who can move files faster than Delhi acknowledges they exist.
