TGTRANSCO sale: 26% claim, zero public paperwork

Two reports say Telangana plans to sell 26% of its transmission utility. The latest annual report still shows the state owning 100%, and the document trail has not turned up.

Two reports say the Congress government in Telangana is preparing to sell 26% of TGTRANSCO through an IPO, potentially raising about Rs 3,500 crore. They also mention a possible Rs 68,000-crore valuation, PwC as consultant and funding for around 30 transmission projects.

The paperwork, however, is still playing hide-and-seek. TGTRANSCO’s latest annual report records the Government of Telangana as holding 100% of the company as of March 31, 2025. No government order, committee minutes, board resolution, consultant appointment, SEBI filing or stock-exchange filing confirming the proposed sale was located.

The Telangana Power Coordination Committee exists, and government material records its coordination role. It does not establish that the committee approved a 26% sale. Nor is it clear whether Rs 68,000 crore means assets, book value, enterprise value or a market valuation. Those are different numbers, despite the reports placing them in the same cupboard.

The reports may reflect a proposal or a leak. For now, the public record confirms ownership—not the sale. The Congress government has a simple way to end the suspense: publish the decision it is reported to have made.
