Congress blames employees. BRS demands the database trail. Telangana’s land records are still doing the one thing officials avoid: showing who changed what.

Congress has found a convenient culprit for the Section 22-A land mess: employee “overenthusiasm”. TPCC president Mahesh Kumar Goud said some employees caused hardship and that official records would show how the prohibited entries originated. He also said buyers should not be blamed, while developers who knowingly created ventures on prohibited land should face action. No inquiry, file note or disciplinary order establishing that explanation has been published. [1]

The government’s own proposed fix is more revealing. Chief Minister A. Revanth Reddy said affected survey numbers would be split into sub-numbers, with land under litigation kept aside. The Revenue Minister has cited whole survey numbers wrongly listed, overlapping identifiers, mixed Bhoodan and private land, and alleged fake documents. These are administrative failures or allegations requiring records, not a completed explanation. [2][3]

Harish Rao says a disputed list was uploaded on December 3, 2025 and asks how many acres were added after Congress took office. That claim has not been backed in the material reviewed by the upload log, database snapshot or registration data. The government can settle the argument rather quickly: publish the version history, district-wise entries, correction orders and refusals. Until then, “overenthusiasm” is a slogan waiting for a file number. Congress has supplied the phrase; it has not supplied the paper trail.
