₹2,944 crore loan, one missing government order

Telangana is reported to have approved a guarantee for a ₹2,944 crore HUDCO term loan to the Hyderabad Metropolitan Water Supply and Sewerage Board (HMWSSB) for the Godavari Drinking Water Supply Scheme’s Phases II and III, including filling Osmansagar and Himayatsagar as part of the Musi rejuvenation programme. The report says repayment will come through budgetary support to HMWSSB and that the board will pay a 2% guarantee commission. The reported government order itself was not available in the material consulted.
The project is not imaginary paperwork. HUDCO lists it under the same name, while a Ramky Infrastructure filing says HMWSSB signed a concessionaire agreement with Mallannasagar Water Supply Limited for Package II under the Hybrid Annuity Model. That package is valued at ₹2,085 crore, with two years for construction and 10 years of maintenance. The sources do not explain how that figure relates to the reported ₹2,944 crore loan, or to the wider project cost.
The interest rate, tenure, repayment schedule, guarantee ceiling, disbursement conditions, budget provision and physical progress remain unpublished in the sources reviewed. The government has announced the borrowing story; the document carrying the bill is still playing hide-and-seek.
