₹2,944 crore loan, three numbers, zero reconciliation

Hyderabad’s Godavari water works have a signed contract. The money attached to them has three different price tags and no public explanation tying them together.
A September 4 report says Telangana approved a guarantee for a ₹2,944 crore HUDCO term loan to HMWSSB. It also says the loan agreement was signed on January 6, 2026, repayment will come through budgetary support and the state will charge a 2% guarantee commission. The government order, sanction letter and loan agreement were not available in the material reviewed. [1]
The underlying project is real. Ramky Infrastructure’s regulatory filing says HMWSSB signed a concession agreement for the Godavari Drinking Water Supply Scheme’s Phase II and III works, including filling Osmansagar and Himayatsagar, with construction scheduled for two years and 10 years of maintenance. Package II is valued at ₹2,085 crore. [2]
HUDCO separately says HMWSSB has availed ₹2,224 crore for Phase II. Telangana’s 2026–27 budget lists another ₹1,450 crore for HMWSSB development works and ₹1,000 crore for the Sunkishala project—but those are provisions, not proof of borrowing or spending. [3][4]
So the public record currently contains ₹2,944 crore, ₹2,224 crore and ₹2,085 crore. It does not say whether these are different facilities, phases, packages or accounting categories. The Congress government in Telangana has not published the documents needed to settle that basic question. For a water project, the pipeline may be complicated; the financing should not be mysterious.
