What happened: According to G.O.Ms.No.79 dated June 29, 2026, departments must deduct 1.5% of basic pay or basic pension for the Employees Health Scheme from salaries and pensions for May 2026, payable in June, and onwards, with a matching state contribution. The administrative base for cashless treatment was set in October 2023 by G.O.Ms.No.186 creating the Employee Health Care Trust and promising cashless care for employees, pensioners and dependants.
Where it stands now: The Trust’s detailed implementation proceedings are dated August 22, 2026, signed by Chief Secretary and EHCT chairperson Sanjay Jaju. They provide digital enrolment via the NEHS app/portal integrated with IFMIS, QR-code health cards, and say treatment must not be denied because a new card isn’t issued yet. They promise end-to-end cashless OP at Wellness Centres and cashless IP at empanelled government and private hospitals.
The same day, a Trust-attributed release says cashless treatment “from today” after discussions with the Telangana State Hospitals Association and representatives of Apollo, Continental, Yashoda and KIMS. That’s the on-record “today”: August 22.
What’s contested or unproven: A claim doing the rounds says the scheme “started” August 17 and that 4,440 beneficiaries have already been served. We have not located a government order, press note or utilisation record that establishes either. Allegations that employees were turned away for cashless treatment are likewise unverified in the material available — no named cases, hospitals or documents are on the record we can cite.
What matters for Telangana: Deductions began with May salaries; the signed rollout and hospital consensus are dated August 22. Cashless is the promise, and the Trust’s own line says no one should be denied for want of a new card. If someone is, the paperwork now exists to hold the system to it — and to ask why money was taken in May while cashless switched on in late August.
The politics we are not buying: National-party spin won’t fix a card at a billing desk. The BJP’s Delhi talking points and the Congress’s habit of announcing first and wiring it later are both familiar here; the only dates that count are on the government orders and signed proceedings. Those read May for deductions, August 22 for go-live. The rest is noise until someone shows the document.
