What the rulebook says is clear. Telangana’s reservation framework for works up to Rs 1 crore provides 15% for SC contractors and 6% for ST contractors, with an additional 3% for Waddera/Sagara communities — 24 reserved works in a 100‑work cycle, with a maintained roster register and cluster checks. Later government methodology reiterates that the 100‑work cycle continues irrespective of financial year, and that the tender‑inviting authority must keep and display the reserved‑works list.
What is missing here is the GHMC roster itself: the full 78‑work schedule, where this batch sits in the continuing 100‑work cycle, and the register the rule requires. Without that, the count of “30 of 78” and any claimed breach remain allegations — serious ones — not established fact. GHMC can settle this in one move by publishing the circle’s roster register, the category and value for each work, and the previous and next tranches in the cycle.
Hyderabad’s infrastructure does not need another hush‑hush process. The framework exists to give SC, ST and Waddera/Sagara contractors a fair shot — and to keep everyone else honest. Put the register out before awards, not after the damage is done.
