GHMC approved ₹11,460 crore, then split itself
The budget was cleared on January 31. The three-corporation reorganisation arrived 11 days later, carrying questions the paperwork has not answered.

The expanded GHMC approved a ₹11,460 crore budget for 2026–27 on January 31, just before the existing council’s term ended. Eleven days later, the Congress-led Telangana government reorganised the expanded body into three corporations: Cyberabad, Malkajgiri and the continuing GHMC. The budget came first. The map changed afterwards. Naturally, the liability map is still missing.
The reported budget includes ₹6,441 crore in revenue income, ₹4,057 crore in revenue expenditure and ₹7,403 crore in capital expenditure. It sets aside ₹2,260 crore for 27 newly merged urban local bodies, alongside ₹1,720 crore for infrastructure works, ₹746 crore for solid waste management and ₹550 crore for SNDP works. These figures have been reported across contemporaneous coverage, but GHMC has not publicly exposed the full 2026–27 budget book or signed council resolution in the material reviewed.
There is also the ₹1,860 crore figure cited for the 27 municipalities. One report presents it as revenue; another says it is expected revenue. GHMC Commissioner R.V. Karnan separately said several ULBs had taken TSUFIDC loans and that the repayment structure was yet to be understood. The principal, interest, borrowers and successor corporation responsible remain undisclosed in the records reviewed. The Congress government’s reorganisation has created three civic ledgers. It has not yet supplied the one document showing who inherits the bill.
