Telangana High Court throws out GHMC’s appeals on two Kondapur plots after a two-year nap; “elections” is not an excuse, the Bench says. The civic body had itself regularised the shortfall and taken the money.

The Telangana High Court has dismissed GHMC’s bid to revive 2018 revocation notices on two Kondapur plots, after the corporation filed writ appeals 820 days and 794 days late. The Division Bench of Justices Moushumi Bhattacharya and Renuka Yara on August 6, 2026, refused to condone the delays and, as a result, dismissed the appeals. According to the judgment, “the staff of petitioner-corporation, being busy with State Elections or Parliament Elections, cannot be a ground” to sleep on a case.
The appeals challenged a Single Judge’s April 25, 2022 order that set aside GHMC’s revocation of permissions for Plot Nos. 19/A and 22/A. The court recorded GHMC’s own history here: it granted LRS with “full knowledge about shortfall of open area”, collected penal and pro‑rata charges, and issued building permissions — and then tried to reverse course years later. On the “fraud” line GHMC pushed, the Bench saw “little scope for prima facie case of fraud or misrepresentation” at the delay stage.
GHMC blamed an ACB case against a zonal official, officer reshuffles, a counsel change, and then elections. The Bench said some early disruption could be considered, but not two years — especially after a regular City Planner and new counsel were in place. The civic body only stirred after being dragged to court again in 2024. Elections are for voters; files still have to move.
