GHMC’s appeals timed out, twice
Telangana High Court throws out GHMC’s writ appeals after 820 and 794 days of drift; says election duty isn’t an excuse and GHMC’s own LRS and permissions leave “little scope” for a fraud case.

The Telangana High Court has dismissed two GHMC writ appeals after the corporation showed up 820 days and 794 days late — and with an explanation the Bench found unconvincing. According to the August 6, 2026 common judgment, GHMC blamed staff changes, a Standing Counsel shuffle, and then said election work slowed legal opinion. The court’s line was flat: being busy with Assembly or Parliament elections is not a ground to delay appeals.
More awkward for GHMC, the Bench noted the corporation had itself regularised the plots under LRS, collected penal and pro‑rata open‑space charges, and later granted building permissions. On that fact pattern, even on merits there was “little scope for prima facie case of fraud or misrepresentation.” The appeals were filed only after the developers moved court to implement the earlier 2022 order that quashed GHMC’s revocations. Bureaucratic drift is one thing; asking the court to indulge it for two years is another.
