GHMC’s privatisation plan exists mostly in protest speeches

The alleged outsourcing plan has yet to produce a public tender, resolution or contract.
Sanitation workers and Swachh Auto Tipper drivers protested at the GHMC headquarters on September 18 against what they described as a plan to hand door-to-door garbage collection to private agencies. Nearly 200 workers attended, according to a published report; a separate report confirmed the protest and police jostling at the entrance. The workers demanded job security and government intervention.
The allegation has been repeated. The paperwork has not. The material reviewed contains no current GHMC tender, resolution, government order, contract or implementation schedule confirming that privatisation has been approved. GHMC’s own 2020 record documents the existing Swachh Auto Tipper driver-cum-owner framework, while a 2023 proposal on user charges was withdrawn from the agenda. Neither establishes a 2026 outsourcing decision.
Workers also alleged that assurances linked to Hyderabad in-charge Minister Ponnam Prabhakar had not stopped the move. The minister’s statement, and any formal GHMC response to the protests, were not found in the material reviewed. For now, Hyderabad has a protest, an alleged plan and no public tender to show for it. The Congress government’s paperwork is still taking the scenic route.
