ULC files move; titles still don’t

Telangana has ordered scrutiny of pending urban land ceiling applications, but regularisation remains conditional. The paperwork has started; the miracle has not.

Telangana has directed officials to examine pending Urban Land Ceiling applications filed under GOs 455, 456, 747 and 92, and begin regularisation proceedings only in cases found eligible under the rules. Revenue Department Memo No. 48062/ULC/A1/2026-1 was reportedly issued on September 27. The files have moved. The properties have not yet been regularised.

Revenue and Housing Minister Ponguleti Srinivasa Reddy said the applications concern colonies that were “partially regularised or unregularised”. A separate high-level committee, headed by Chief Commissioner of Land Administration D.S. Lokesh Kumar, is examining Section 22-A disputes across 10 to 12 categories. The government has not published the full ULC memo, the number of pending applications, eligibility criteria, a beneficiary list or a completion deadline.

That distinction matters. “Clear pending applications” is an administrative instruction, not a title deed. For once, the file is ahead of the headline—but only just.
