Some Telangana property owners are unable to sell, mortgage or use their properties to secure loans after parcels appeared on the Section 22A prohibited-properties list, according to recent reports covering Hyderabad’s surrounding districts. The available evidence does not establish that registrations have stopped statewide, or that lakhs of people are affected.

The legal route exists. Telangana’s Bhu Bharati portal provides a grievance function for inclusion in the prohibited-properties list. The Telangana High Court has said owners may seek deletion or modification and that authorities should decide such applications within six weeks. Registration officials must give specific reasons for refusing a document, and applicants can seek the records relied on.

Revenue Minister Ponguleti Srinivas Reddy has also directed Sub-Registrars to rely on verified online records and explain refusals rather than “mechanically turning down transactions”. That is a useful instruction. The missing piece is whether the system can show how many applications are pending, how long decisions take and which properties were added, when and under whose order. Until then, the remedy is available on paper; the paperwork is doing the blocking.
