22A relief announced, circular still missing
Telangana’s Congress government has signalled relief for some properties in approved layouts, but the order said to permit registrations has not been publicly verified.
The government has announced relief, but the circular is yet to be seen.
Telangana’s Congress government has announced relief for properties in the Section 22A prohibited list that fall in layouts approved by GHMC, HMDA or DTCP, according to three reports published on September 24. The circular said to authorise registrations has not been made public, however. Its number, issuing department, signatory and exact legal effect remain unknown.
The available record supports a process for examining and resolving pending applications, not automatic clearance. Chief Minister A. Revanth Reddy announced a 12-point framework on September 16, including a system to examine registrations in approved layouts. A high-level committee was constituted two days later. Revenue Minister Ponguleti Srinivas Reddy subsequently said government orders would address registration problems.
That is movement, and affected Telangana landowners need movement. But until the circular appears, nobody can say whether the measure covers sales, mortgages, gifts, mutations, government land, disputed titles or every sub-registrar office. The Congress government has announced the relief; it has yet to publish the paperwork that tells citizens what relief actually means.
