The figure is a claim by Maheshwar Reddy, not a published audit finding. The report, its methodology, district-wise tables and transaction list have not been made available in the material reviewed. A separate audit report cited nearly 22,000 anomalies across about eight lakh transactions involving nearly 10,000 acres. The government has also said forensic audits would cover Dharani transactions across all districts.
That leaves Telangana with several numbers and no document explaining how they fit together. The Congress government can publish the report and end the speculation. Instead, it has left the BJP with a megaphone and the public with arithmetic. Until the audit appears, 23 lakh acres is a political claim—not proof of 23 lakh acres being illegally transferred. The report remains the missing witness, and the government is still refusing to put it in the box.
