The BRS said on September 2 that Congress had promised 420 commitments, 13 declarations and six guarantees, many to be delivered within 100 days. Its campaign also put the alleged shortfalls to farmers, students, women and pensioners in the public domain. The Congress manifesto did contain promises including ₹2,500 monthly assistance for women, ₹15,000 per acre for farmers, ₹4,000 monthly pensions and a ₹5 lakh Vidya Bharosa Card. The sharpest unresolved item is student fee reimbursement. The BRS says dues are about ₹12,000 crore. Reports on private-college arrears and the proposed direct-transfer system cite the same broad figure, while the BJP has separately used it. But the government has not published a consolidated ledger showing what was inherited, paid, disputed or still pending. A number repeated by politicians is still a claim, not a balance sheet.
