Congress promised six guarantees, found four receipts
A political attack on 1,000 days of Congress rule gets one useful correction: Telangana’s own records show several guarantees were implemented or initiated. The current delivery record is less complete than the slogans, and less catastrophic than the counter-slogans.

A claim that Telangana was handed six guarantees and received only an electoral illusion has already run into the government’s own paperwork. By June 30, 2024, official data recorded 62.13 crore women’s bus trips, 54.75 lakh subsidised LPG cylinders and 1.37 crore zero-power bills under parts of the programme. The six guarantees were not merely printed on a manifesto and placed in a glass case.
The record is not a clean bill of delivery either. The 2024 budget announced Rythu Bharosa at ₹15,000 a year, while current district government material records ₹6,000 per acre per season — ₹12,000 annually. The sources consulted do not establish when or why the figure changed. Indiramma Indlu was formally launched at ₹5 lakh per house, with 4.5 lakh houses planned in the first phase; completion and payment data are not available in the material reviewed.
Nor does the available budget evidence support calling Telangana financially collapsed. The 2025–26 analysis projected a ₹2,738 crore revenue surplus and a fiscal deficit of 3% of GSDP. That says nothing about whether every promise reached every beneficiary. It does say the collapse headline has arrived before the accounts.
The Congress government can publish the guarantee-wise spending, beneficiary and pending-application figures. Until then, its promises remain partly documented, partly delivered and partly missing from the filing cabinet — which is still more evidence than the opposition’s 90% survey claim.
