Here’s the standard Telangana test: if public money built a private feeder, show the document trail. TGSPDCL has not published the estimate or sanction for the cited number, and the Congress minister has not put his response on record. Dedicated feeders do exist in regulation — the record shows they can be approved with costs recorded — which is exactly why this one, if sanctioned, will have a paper trail down to the accounting code. Put it out.
