The India Meteorological Department says a low‑pressure area formed over the northwest Bay of Bengal at 5:30 a.m. on August 23 and persisted through 8:30 a.m., with the system moving northwest toward north Odisha and adjoining Gangetic West Bengal. According to the IMD’s national press note, Telangana was set for fairly widespread to widespread rain on August 23, with isolated very heavy rain that day and isolated heavy rain on August 24, plus thunderstorms, lightning and gusty winds of 30–40 kmph (gusting to 50) through August 25.
