Here’s the part with a paper trail: a government order reproduced publicly records that 64,216 sq m — 15.37 acres — in Survey Nos. 148 to 155, Hydernagar, were determined surplus under Urban Land Ceiling, vested in government under Section 10(3), and allotted to HUDA for public purpose on 2 August 2008 (G.O.Ms.No.985). That is the floor the argument stands on, not a rumour.
Court material tracks the same survey cluster and a messy boundary story. A Revenue survey found the Gopalnagar layout overlapped neighbouring survey numbers; the High Court recorded those mismatches and sent up plenty of red flags — but it did not hand title to everyone waving a plot passbook. In February 2026, in one Gopalnagar plot case, the Court only asked GHMC to re-verify the layout. It said nothing about who owns the whole tract.
Also factual: HYDRAA recently reclaimed 3,300 sq yd of park land in the same layout after a joint inspection with GHMC and Revenue. That shows enforcement exists. It does not convert every whispered claim into a verdict.
Now the claims doing the rounds: a magic Rs 2,000-crore tag, “dozens” of forced development agreements, a company with political relatives in tow, and ULC flags quietly vanishing at the Moosapet SRO. None of that is in the documents we can actually show you today. Bring the valuation sheet, the registered DAGPAs, the company filings, the SRO’s prohibited list, or park it.
Telangana’s interest is simple: land vested for public use stays public. The BJP-led Centre won’t lift a finger to help clean up state land records; the Congress cottage industry of ambiguity thrives on fog, not filings. Until someone produces more than a press whisper, the record we do have says 15.37 acres were taken over and allotted to HUDA — on paper first, which around here is where every real fight begins.
