NHRC summons Telangana official after four-month silence

The Commission reportedly sought a report on a complaint alleging ragging and harassment before summoning the Higher Education Department’s principal secretary.

The National Human Rights Commission has reportedly summoned Telangana’s Higher Education Department principal secretary over a complaint alleging that student Sai Teja faced ragging and harassment by senior students. The complaint does not establish that ragging caused his death, or that the college violated anti-ragging rules.

According to reports, the NHRC received the complaint from University of Delhi law student Sabavath Kalyan on September 25, 2025. It sought an action-taken report from the department on April 23, 2026, but reportedly received no response for four months. The Commission has now invoked Section 13 of the Protection of Human Rights Act, 1993, and directed the official to appear with a report in New Delhi on October 28, unless the documents are submitted at least a week earlier.

The exact summons was not found in the NHRC’s publicly searchable material. The department, college, hostel operator, police and Sai Teja’s family have not publicly responded in the material checked. Four months is apparently how long a report can remain “under consideration” before the Commission sends an invitation with a date on it.
