OU’s Rs 1,000 crore exists—on paper
The Telangana government says it issued the sanction. How much reached Osmania University, and what was spent, remains undisclosed in the record reviewed.

Osmania University has a Rs 1,000 crore development sanction. The less glamorous question is where the money is.
The Telangana government said orders were issued on December 10, 2025, sanctioning Rs 1,000 crore for OU’s development. Its August 2025 account also records two newly constructed hostels being inaugurated, with more hostel and library projects receiving foundation stones. So the claim that not one promise was fulfilled does not survive the government’s own paperwork.
That paperwork, however, stops at the announcement. The sources reviewed do not establish how much was released, transferred or spent, or provide a project-wise implementation schedule. A December sanction is not a completed building, however confidently the press release walks past it.
There is a narrower, documented problem. OU contract employees alleged that their July salaries had not been paid by July 6, despite a reported government direction for monthly salary payments. That supports salary-delay complaints among contract staff, not a claim that every university employee went unpaid.
The Congress government has announced the cheque. It has yet to show the bank statement.
