Pellets, protest, and a ‘pre-existing’ FIR

Rahul Gandhi turned up at Delhi’s Parliament Street DCP office on 21 August with 19-year-old Sahil Lochab, who says he was hit by metallic pellets during the 20 July protest. After a six-hour sit-in, Delhi Police registered an FIR—against unknown persons—under sections for causing hurt and endangering life, according to reports that cite the document. The police have not published the FIR online; the public FIR search throws up no accessible copy.
The BJP’s line was that this was “politics of anarchy” and, per Ravi Shankar Prasad, an FIR had already been registered and the matter was under investigation. That claim needs one dull thing the party didn’t provide: a time. The day’s reporting places his statement and the FIR on the same date; without the FIR’s timestamp, “already” might mean “later that evening”.
Congress sources say Lochab’s written complaint went in on 14 August, with email and phone follow-ups on 17 August, and drew no acknowledgement or I/O number. That trail is their account, not yet backed by a published receipt or a police note. The FIR that finally arrived names no accused and does not resolve who fired pellets. The complaint passages reproduced in reports describe a man in a blue uniform and hundreds of metallic pellets lodged in the body; the identity of the shooter remains unestablished in the material reviewed.
Here’s the bar that matters to Telangana: when power fires pellets and then hides behind paperwork, timestamps and documents decide who’s spinning. The BJP-led Centre can call a dharna anarchy; it still owes the country the FIR number, the time it was entered, and why it took a protest to get even an FIR against nobody.
