Show us the ‘diverted’ fab
Congress says fabs meant for Telangana were moved to Gujarat. The paperwork says something else: Gujarat pitched hard and won approvals; Telangana asked Delhi to clear its own proposals. Name the project, or stop freelancing with our future.
The record shows proposals awaiting clearance, not a named fab transferred from Telangana.
A Congress MP claimed “semiconductor projects intended for Telangana were allegedly diverted to Gujarat.” That’s a big charge. The documents in front of us record two simpler facts.
One: Gujarat didn’t wait around. Its Semiconductor Policy (2022–27) literally says it will “guide a significant portion of the investments made under the four Policies implemented by ISM to Gujarat”, and backs that with a 75% subsidy on the first 200 acres for a fab, 100% stamp-duty reimbursement, cheap water and a power tariff subsidy for a decade. Delhi has since approved multiple projects there — Tata’s ₹91,526 crore fab and two OSATs by CG Power and Kaynes — all recorded by the Union electronics ministry.
Two: Telangana has been pushing proposals and asking Delhi to move. The state’s own note says the Chief Minister sought early clearance for the Advanced System in Package (ASIP) and the Crystal Matrix Micro LED Display Fab, and pitched electronics parks under EMC 2.0. That is on the record as requests, not as approved fabs.
What is not on the record, anywhere we could find: a named Telangana fab approval that the BJP-led Centre then “diverted” to Gujarat, a company that says it moved a cleared Telangana project, or an ISM decision memo doing the transfer. The India Semiconductor Mission even lists support across states, including a Tata OSAT in Assam — so the approvals aren’t Gujarat-only either.
So here’s the bar. If the Congress wants to claim the BJP “diverted” a Telangana fab — and toss the BRS into the blame pile for good measure — it can start by naming the project, the company, the ISM file number and the order that moved it. Until then, the record shows Gujarat worked its policy and Delhi okayed what was in front of it, while Telangana is still waiting on clearances it has asked for. The BJP-led Centre can explain the wait time; the Congress can explain the missing file number.
