Unity Mall, clarity missing
KTR flags Raidurg PPP terms; wants the BJP-led Centre to freeze funds and probe. The Congress government in Telangana hasn’t bothered to explain the deal.

K. T. Rama Rao has asked Union finance minister Nirmala Sitharaman to halt funding for the Raidurg Unity Mall PPP and order an independent probe, alleging the tender hands a private developer far more than Telangana gets. According to his letter as reported, he wants the DPR, financial model, land valuation, bid-evaluation record and the full RFP made public — basic documents a clean deal would publish upfront.
What is on record: Telangana State Trade Promotion Corporation invited bids for “Development of Unity Mall Twin Towers on joint development basis under PPP mode” at Raidurg (tender ref. TGTPC/UMT/RFP-Developer/2026). Tender databases show it was floated in February 2026; one lists a single bid and names Aparna Infrahousing as accepted, with an EMD of ₹20.6 crore. These aggregator details need the official award file to stand up.
What KTR alleges, and attributes to the tender/financials: a giant built-up area with the government’s share trimmed to a sliver; a structure that routes an interest-free central loan through TGTPC to the developer; and scope to adjust prior consultancy and permissions against public funds. Those specifics are his claims; the underlying documents are not in the public domain yet.
Unity Malls, per the Union’s own pitch, are meant to showcase ODOP, GI and handicrafts — not become a backdoor for private commercial real estate. If the Congress government’s PPP really is fair value, it can publish the DPR, the evaluation sheet and the land terms today. The BJP-led Centre can also show its due diligence before releasing more money. The Congress government in Telangana has not bothered to answer any of this; the silence does more talking than its brochures.
