Rs 12 lakh promise meets an SC-only pilot

The Congress promised Rs 12 lakh per SC and ST family under Ambedkar Abhaya Hastham within five years from 2023-24. Its Chevella SC/ST Declaration also promised 12% reservation for STs in government procurement and public contracts. (manifesto document)
The Telangana government’s Socio-Economic Outlook 2024, however, describes a Rs 12 lakh pilot for 11,900 BPL SC families across 119 Assembly constituencies, with a proposed budget of Rs 1,428 crore. It does not mention an ST component in that passage. (Telangana Socio-Economic Outlook 2024)
That is a documented discrepancy, not yet proof that the ST component was abandoned. The government has not published, in the material reviewed, the scheme guidelines, beneficiary data or release orders needed to settle it. The Congress government has also not publicly answered the specific allegations reported from a BRS meeting in Mahabubnagar. (meeting report)
The BRS’s record on a separate issue is clearer: G.O.Ms.No.33 raised ST reservation in education and state services from 6% to 10% in 2022, and the 10% quota remains cited in the 2025 Telangana ICET notification. (G.O.Ms.No.33; TG ICET 2025 notification)
The promise says SC and ST. The pilot says SC. Government paperwork, as ever, has chosen a side without explaining itself.
